ARCADIA >> The man arrested on suspicion of kidnapping and raping a woman over an 11-hour period Wednesday was out on bail for a similar assault in the same house in November, authorities said Thursday.
In that case, Philippe Brian Lutete, 29, was charged with false imprisonment and sexual battery of a woman on Nov. 26 in the 2900 block of Spruce Court, according to Lt. Andrew Meyer of the Los Angeles County Sheriffâs Department Special Victims Bureau.
Meyer and the District Attorneyâs Office declined to discuss details of the case, but said the victim didnât know Lutete.
Lutete is in custody for Wednesdayâs rape and kidnapping and is being held in lieu of $1.3 million bail at the sheriffâs Temple Station. He will be arraigned today at Alhambra Superior Court.
Authorities said the woman in Wednesdayâs assault also did not know Lutete.
Meyer said Lutete kidnapped the woman while she was walking in the area of Longden Avenue and Peck Road around 3 a.m. It is in the unincorporated county area near Arcadia.
âThe suspect grabbed the victim, carried her to his car and drove her to his house. (He) sexually assaulted her,â Meyer said.
The woman was held captive at the house, which is at the end of the street in a gated community.
Neighbors said Thursday that Lutete often caused trouble and at least once pulled a knife on another neighbor four or five months ago.
âI donât think heâs all there in the head,â a neighbor said.
At a recent homeowners association meeting, residents talked about trying to have Lutete, who went by Brian, his middle name, evicted.
According to neighbors, the house that Lutete lived in was owned by his godmother.
âWe donât want him to come back,â a neighbor said. âI donât think anyone wants him here.â
The neighbor, who asked that his name be withheld for fear of retaliation, said Lutete once threatened a neighborhood youth with a baseball bat and shouted racial slurs at the boy.
He often drove around the neighborhood late at night in an old silver Lexus and knocked on neighborsâ doors around 2 a.m.
âHeâs crazy, man,â said the neighbor, who has lived down the street from Lutete with his wife and two kids for about three years.
The woman who called police declined to discuss the incident or give her name but asked about the victimâs condition.
âI just want to make sure sheâs OK,â she said.
Lutete was captured after the victim briefly escaped, saw a neighbor and asked for help. The neighbor watched the suspect drag the woman back into his home, Deputy Trina Schrader said.
She quickly called deputies at that point.
Schrader said deputies heard the victim screaming for help from a rear second-floor window. She said the suspect leaped from the second story of his house to a next door one-story house and then fled.
Authorities called off the search about 5 p.m., but resumed it several hours later after the suspect was again seen. Deputies found Lutete hiding nearby on Mayflower Avenue about 9 p.m., sheriffâs officials said. He was arrested without a struggle.
In the Nov. 26 case, Lutete was arrested Jan. 22. Ricardo Santiago, spokesman for the District Attorneyâs Office, said Lutete pleaded not guilty to the charges at a Jan. 26 arraignment in Alhambra Superior Court. Booking records show he posted bond three days later.
Los Angeles County Superior Court records show he has prior convictions for resisting police, giving a false identity to police and driving a car without a valid license. He has a second pending case in which prosecutors charged him with misdemeanor disturbance or fighting.
